Students and faculty of the San Francisco State Teachers College hoped that the California Building at the 1915 Panama Pacific International Exposition would become their new home. After some debate, legislators decided that placing an all-girls school next to an army base would lead to immoral behavior.

This vision of an ideal campus for San Francisco State was published in the school's 1929 yearbook.

The state department of finance deemed the proposed building too extravagant in its allocation of  office and class spaces.
