Arthur Szyk, Fool the Axis -- Use Prophylaxis

The image features the three Axis leaders — Hitler, Tojo, and Mussolini — as representatives of the three major venereal disease enemies (syphilis, chanchroid, and gonorrhea) of American soldiers. All three characters are pockmarked and pustulent from their infections. The implication may be that American soldiers are likely to have sex with prostitutes, so that preventative measures strengthen the cause of the Allies. 

Narrative posters often carry a moral message, and in this case Syzk dramatically and humorously links the war effort with sexual health.
